#24: SimCity (Maxis, Amiga, 1989)
Publishers didn’t get that the simulation was the point immediately. They were concerned that it was too open-ended, not enough of a game, and so there is the option to take on a set of pre-built scenarios with goals. Those scenarios provide a fascinating insight into the concerns of the time, too, offering 2010s nuclear meltdown and 2040s flooding caused by global warming. Among the historical choices, you can manage 1944 Hamburg through bombing, which is not the first video game perspective of World War II I expected from this project.
